Japan furusato nozei donation limit 2026: what the ceiling estimate means

Last updated

ふるさと納税 (hometown tax) lets a resident of Japan donate to a chosen prefecture or municipality and, inside a personal limit, recover almost all of that donation through income tax and resident tax — leaving a designed ¥2,000 self-burden. The hard part is knowing how large that limit is. This guide explains what the ceiling estimate is, what the live calculator assumes, and one worked salaried-employee case. It is education, not tax advice.

Figures match the live Japan furusato nozei ceiling calculator 2026 and jp_furusato_nozei reference vectors (110/110 PASS), checked 2026-10-26, against 総務省 / 国税庁 / municipal primaries accessed for the tool.

What “full recovery” means

総務省 and 国税庁 (NTA Tax Answer No.1155) describe three pieces for a qualifying donation D:

Piece Idea
Income-tax donation deduction (D − 2,000) × income-tax rate (with reconstruction surcharge through Reiwa 19 when the rate ≠ 0)
Resident-tax basic (D − 2,000) × 10%
Resident-tax special Covers the rest, capped at 20% of the income levy after the adjustment deduction

When the special piece sits exactly at that 20% cap, municipalities rearrange to:

ceiling ≈ floor(income levy × 20% ÷ (90% − r × 1.021)) + 2,000

Inside that ceiling, net cost is ¥2,000. Above it, you no longer recover all of D − 2,000.

Worked example FN-A (live defaults)

Illustrative salaried case (replace with your own):

  • Annual salary (employment income) ¥4,000,000
  • Workplace prefecture Tokyo (協会けんぽ rates)
  • Age band under 40; single (no spouse / dependant deductions)

Live tool / reference breakdown:

Step Value
Employment income G ¥2,760,000
Social insurance (year) ¥598,956
Resident-tax taxable income ¥1,731,000
Income levy A (after adjustment) ¥170,500
Rate base C ¥1,121,000 → r = 5%, special share 84.895%
Donation ceiling ¥42,167 (display round-down to nearest ¥1,000 → ¥42,000)
Self-burden at ceiling ¥2,000

Portal quick tables often show about ¥42,000 for a ¥4M single filer under a simplified “social insurance ≈ 15% of salary” model — same ballpark, different engine. This site reuses the same Reiwa 8 salary and family bases as the Japan take-home pay calculator.

Open the furusato ceiling calculator, keep the ¥4,000,000 default, and confirm the ¥42,167 / ¥2,000 pair before you change salary or family inputs.

What the calculator assumes

  1. Salary-only 給与所得者 — twelve equal months, no bonus; not self-employment stacks.
  2. 協会けんぽ social insurance from the take-home model — not the portal “≈15% of salary” shortcut.
  3. Reiwa 8 income-tax basic deduction, including the extra amount used only for the special-deduction rate base (extra_kiso).
  4. Standard 6% + 4% income levy — some cities add an extra levy (超過課税).
  5. No other tax credits modelled — home-loan credit, medical expenses, life-insurance premiums, iDeCo and similar cut usable headroom.
  6. Rate r from base C, without re-solving the income-tax bracket after the donation itself (standard 目安 practice).
  7. 2026 calendar-year donations — income tax on the Reiwa 8 return; resident-tax benefit on the Reiwa 9 assessment (roughly June 2027 onward). A ¥1.93M special-deduction cap applies from 2027 donations only (note on the tool; not in the 2026 maths).

Timing and one-stop

When What
Donate in calendar 2026 Counts toward this year’s ceiling
Income tax Reiwa 8 year — refund via return, or shifted under one-stop
Resident tax Reiwa 9 assessment reduced
One-stop ≤5 municipalities and no other filing → whole benefit on next year’s resident tax; planning ceiling unchanged

If you file a return for any reason, NTA requires all hometown-tax donations to be included there.

How to use the estimate without treating it as advice

  • Treat ¥42,167 as a planning number for that FN-A profile, not a municipal determination.
  • Lower the ceiling in your head if you expect mortgage credit, large medical expenses or other deductions.
  • Prefer year-end once salary is clearer — Kurashiki and other cities note that the exact limit is not knowable mid-year.
  • Confirm with your city or a qualified adviser before you donate.

What this guide is not

  • Not a gift catalog, municipality picker or filing service.
  • Not a substitute for 税額決定通知書 figures or a tax professional.
  • Not coverage of self-employment, separation income or every personal-deduction edge case.
